    Preheat the oven to 400 F. Spray a 15 x 10-inch jelly roll pan or a 14-inch round pizza pan with a nonstick baking spray containing flour and set aside.

    In a large, heavy skillet, cook the ground beef, pork sausage, onion, garlic, and carrots together until the meat is browned, stirring to break up the meat. This should take about 6 to 9 minutes.
