Hamburger Upside-Down Casserole With Biscuit Topping

- 1pound ground beef (at least 85% lean)
- 2tablespoons vegetable oil
- 1cup celery (sliced)
- ¼cup onions (finely chopped)
- ¼cup green bell pepper (chopped)
- 1teaspoon salt
- ¼teaspoon black pepper (freshly ground)
- ½teaspoon chili powder
- 1small clove garlic (finely minced)
- 1can/10 3/4 ounces condensed tomato soup (or 1 1/2 cups crushed tomatoes)
- Parsley Biscuit Topping:
- 2cups flour (sifted and all-purpose)
- 1tablespoon baking powder
- 1teaspoon salt
- 3tablespoons cold shortening
- 3tablespoons butter (cold)
- ¼cup parsley (minced and fresh)
- 1cup milk
